The workflow technology is an import aspect of the computer application. It's a new technology and rapidly developing in recent years, its main characteristic is to realize business management automatic or semiautomatic with the thought of flows. With the development of workflow, it has been applied in the field of OA extensively. And also in the field of industry, manufacturing, other enterprises and institutions that need flows to process its work. Evidence information management system is created in this context. With the examination of material evidence of the gradual increase and the increasing complexity, only to rely on manual testing and send in all major exhibits, it not only results in waste of time, but also easily leads to physical evidence in the course of major test leaks send, wrongly send, etc. And for the evidence after storage, when the departments which borrow, transfer or destruct the physical evidences, if there is no records of specialized personnel,it may result in the loss or the undocumented of evidence after destruction. Therefore, the requirement for an automated management system to track, monitor the flows of evidence is more and more urgent.The evidence information management system mainly includes filling in critical standing order, accept and enregister the evidence, evidence sorting, professional checkout, borrow,handover and destroy evidence after finishing the professional checkout and so on. These works have relatively fixed procedure and regulation, so they are accord with the characteristic of workflow. We can use workflow technology to model the business flows of the evidence information management system, and monitor the business execution at the real-time to achieve the goal of improving efficiency.The practical evidence information management system runs through a great lot of complicated basic business flows from filling in the critical standing order to entry the store after finishing the professional checkout. If these works merely rely on man to process, one professional checkout finishing, manually handing over to another, this will result in wasting lots of time. And if the evidence needs many professional checkouts and these checkout procedures merely depend on man,it's likely to make mistakes. This paper is based upon lots of references of the workflow, deeply analyze of WFMC system model, combine with many demand investigations, studies and implement of this system, according to the design of object-oriented, abstract the operation logic from partial business flows and build up the base model based on active network chart.This paper mainly begins with discuss of the current developing situation,combining with the development trends of workflow, introduces the main content of the paper and the main work which the autor participants in the project.In the paper, the author explains the definition of referenced workflow theories, introduces the workflow model and the workflow model which this system uses. And also raise the feasibility and necessity to use workflow technology. Then analyze the business flows of the system, combine the workflow reference model, introduce the procedure model and organization model which the system used. At the mean time introduced the general design of the system. The general design includes architecture design, the design and implementation of public interface class, the workflow design of system and the running environment of workflow etc. At the last, it introduces the key technologies which the system uses, the program structures in the program development and partly implementation of the system. At the same time, it also points out the deficiency of the system and direction of research in next step.The main workflow module of the system is: The evidence accepting and enregistering module, evidences sorting module, professional checkout module and borrowing, handover and destroying module after finishing the professional checkout. In each professional checkout, it maybe includes many checkouts. And each checkout is also a workflow. An evidence sorting is setting the professions of the evidence needs in the checkout. The four modules are interrelated. The smooth execution of previous module is the precondition and necessity for the next module to begin and execute. If the procedure stops in any node of the workflow, the total flow will be finished. The evidence accepting and enregistering module is mainly to accept and enregister critical standing order. The holders of the evidence entrust the evidence, and the department who is entrusted will checkout the evidence. The owner of the evidence will fill in critical standing order, the organization who checkout it will accept evidence. This procedure of accepting is also called auditing. The evidence which is accepted can be checkout. After the evidence being accepted, the men who answer for the procedure setting setup the checkout procedure of the evidence. This procedure is to custom the workflow procedure; Fix on the total procedure of workflow and activity of each node. After successfully setting up the checkout procedure, the professional checkouts begin.When the professional checkouts finish, someone will fill in the related amanuensis for the checkout evidence. The professional checkout teams audit the appraisal amanuensis. After all the checkouts finish, the monitoring and administrative personnel warehouse the evidences. Then the evidence can be borrowed, handed over and destroyed.The System is mainly divided the workflow model into process model and organizational model. Process model is major in the professional check for the entire process. The process is decomposed to atomic nodes and routing, flows is on the move of these atoms and routing mobile node, until the end of all testing. Organize the main model system for the management of users, permissions and role management that are studied.In order to enable the system to have a good scalability, flexibility and cross-platform, system design uses the three-tier J2EE architecture. And also uses MySQL database as the system data. System interface uses in the system package, and introduce some of the more important interface of the system. In order to achieve the flexibility for moving of the evidence in the checking process, we introduce the database design in the main workflows, and introduce the relationship between them.In the part of implementation, the paper introduces the key technologies uses in the system: struts and hibernate. In order to facilitate the evidence information management of the system, bar code technology was used to identify evidence. And the system also used open-source image processing software for image editing, such as ImageJ. The paper also introduced the system development programming structure, flows of the major part of implementation. In order to achieve the goal to print expediently, the system used InforReport View for the report to print.Through a period of time to track survey after the implementation of the project, evidence checking Department of Public Security achieved automated and semi-automated of the professional checkout. By using the system, it also avoids leaking sending, wrongly sending in the professional checkout from happening and greatly improves the inspection efficiency.
