Along with the fast development of computer technology and network technology, enterprises have entered into the informationization time. Internet's popularization has changed the traditional commercial rule, the competition among enterprises has not only increased substantially but also transforms into talented person's competition. The enterprise must adapt the environment's change to implement the modernization and the informationization. In order to maintain a high degree of flexibility and efficiency, the human resources department's service pattern must be changed .The human resources has already become the modern enterprise's important strategic resources, thus human resources management system has also been more and more attention. Based on .NET technology, We designed and developed this human resources management system(HRMS). It's theoretical basis is the modern enterprise human resources management concept, and it is operating in the Internet/Intranet environment. The HRMS's duty is to play person's role fully in enterprise development, and to realize the systematic characteristic and the integrity of human resources management.Human resources management system's development has experienced the first generation, the second generation, the third generation successively, in recent years presented eHR (electronic human resources). eHR in fact is one kind human resources management system based on the Internet/Intranet. It is considered that is the fourth generation of human resources management system. Our study found that although human resources management systems market increased about 40 percent annually, but it's market share remains low, and it's market space is also very broad.A good human resource management system functions not only in human resources management to cover the basic operations, but also with integrity, integration, ease of use, openness, security. This paper on human resources management in the achievement of performance appraisal business, other businesses in the system have to achieve. Not only a good human resource management system must cover the basic function fo human resources management, but should also has integrity, integration, easy of use, openness, and security. In this article, the author researches and realizes the employee performance evaluation service of human resources management ,but other services have also realized in the realization system.Because this system must be deployed in very scattered environment, but the primary service of human resource management is relatively quite centralized, so the author choose the C/S and the B/S mix multi-layer construction to realize the sysytem. Thus the system may not only satisfy the human resource department's need to process mass data and complex report, but also satisfy the need of the subordinate deparments to realize the human resource management and the need of enterprise to issue enterprise's news.Because the antcolony alorithm is a robust algorithm and it has many excellent characters, the author used this algorithm to solve employee's performance evaluation in this article. With the analysises of the current performance evaluation method, a new performance evaluation method if putforward in this article. This method is an employee performance evaluation clustering model, which based on Improved Ant Colony Algorithm.The detail of this method is: At first the employee performance evaluation clustering model is established through all kinds of evaluation index of employees. Then the employees are clustered and classified by using improved ant colony algorithm. And the classification result can offer decision support for personnel program and adjusting.Because the Web Service use standard protocols to communication, it can adapt to any type of Web environment. The author used the Web Service technology to realize the data access level of the system. Through this method the author unify the data access interface of the C/S structure and B/S structure. The client program hides the complex correspondence between the client and the server and completes the data operation through the agent class.In this article, the author uses a set of security solutions to enhance the system's security. At first, the author design and realize the PKI/PMI identiry authentication and authorization management mechanism. Second ,the author uses the WSE 3.0 to achieve encryption and digitalsignature of the Web Service's SOAP message. Last, the system uses the SQL injection technology and the Stored Procedures to visit the database. .NET Framework is an important part of Microsoft"s internet strategy.It is used to create next-generation applications and support XML Web Services. It contains the CLR(Common Laguage Runtime) and .NET Framework Class Library. The .NET 2.0 provides the Visual Studio 2005 integrited programming development enrironment and SQL Server 2005 database management system. The author has used the C# language, ASP.NET, SQL Server 2005 and ADO.NET to build the human resource management system on .NET 2.0 platform.In a word, by using the example of design, deve imof a human resource management system based on .NET 2.0 technology, the paper presents a in-depth discuss and reserarch of the solving scheme about how to realize electronic human resource management system in enterprises. The practical application shows the scheme provides an excellent assurance for enterprises to realize human resource management informationization and scientific decision.
