Customs has made great achievement on Customs supervision with the support of these information systems, which are playing an important role both on combating smuggling, illegal arbitrage, tax fraud and on adopting Great Customs Clearance systems, enhancing Customs ports management, as well. Although the Customs national information system has been improved a lot, the operation system developed by the General Administration of Customs is still not able to meet all the operational needs of various Customs fields, because of the complexity and great scope of Customs monitor and control. This system is based on field Customs officers' specific demands and originated from developer's systematic analysis, so it can perfectly meet Hun Chun Customs operational needs.This system uses VB language as development platform. Although VB, compared with such new languages as C++ and C#, has some shortcomings, it has all the basic features of user-oriented languages and is a visual and incident-drived structured program design language with a great amount of user-oriented controls. What's more, a lot experience and methods are accumulated since it has been used for such a long time, which is helpful on system development and system stability. This thesis detailed module demand analysis, structure chart, process chart and specific code realization, which gives a complete explanation of the system's development.This system use SqlServer 2005 as background database platform. SqlServer2005, as an upgraded product of SqlServer2000 brought out by Microsoft in 2005, is a product facing middle and small enterprises. Its function localization is in accordance with Hun Chun Customs Logistics Monitor and Control System. At the same time, both VB and SqlServer2005 are Microsoft products. They are highly compatible. After Hun Chun Customs Logistics Monitor and Control System is developed, field operation has proved that this system developed on VB and SqlServer2005 platforms can perfect meet field operational needs. These two platforms is helpful on the system's quick development and system stabilityUnder this circumstance, Hun Chun Customs Logistics Monitor and Control System is developed to improve H2000 system on logistics monitor and control. Our system consists of 3 main modules: Customs Supervision Operation Module, Customs Statistics Data Maintenance Module, Subsidiary Functions Module and 12 sub-modules. This thesis explains the design of Hun Chun Customs Logistics Monitor and Control System especially the design rules and technical methods, discusses technical problems encountered, details the resolution of these problems. As a pilot project of Chang Chun Customs, the means of design, the problems encountered and the technical resolution of Hun Chun Customs Logistics Monitor and Control System are meaningful.
