Since human resource is one of the most important in enterprises, how to effectively evaluate and select these strategic resources is on the top agenda of management. At present, many decision makers still follow traditional quantitative judging method in this field, which is far from meeting the demand of furious competition. Therefore, to evaluate and select personnel in a scientific way becomes the highest priority of the enterprise management.In respect of the lack of quantitative reference in personnel evaluation and selection, the author put up with a comprehensive way based on gray analytic hierarchy process and the support vector machine, utilizing quantitative method to support decision-makers. In this way, a set of information system is designed for the human resources evaluation and selection.There are five aspects of this paper. First is to analysis home and abroad theory and software on the evaluation and selection of human resources. Second is to analysis the demand for this system. Thirdly, the author makes structure design of this system, describing both system and technology structure. Fourthly, there are more designing details on the method mode of evaluation and selection of human resources, including realizing method, static design and dynamic design of this mode. Regarding the personnel evaluation mode, to make synthesis quantitative evaluation on personnel by comprehensive questions and grey analytic hierarchy process with classified functions. Finally, the testing and validating result is demonstrated.This system has been implemented in the evaluation and selection of human resources of some large-scale enterprise, proving strong suitability and better applying effect on employment and annual performance assessment.
