Hospital Information System(HIS)-Design And Implementation Of Out-patient Service Charge System

The practice of modern medical science nowadays has proved that information science , computer and communication technology have already and will continue to bring significant effect to both the development of medical and health services and life science research. Hospitals of the advanced countries have yet employed computer into levels of administration and business. Apart from common work, the whole people healthcare , the entire electronic medical record , medical science portrait handled by computer and hospital sharing , long-range medical treatment consultation and teaching, and the medical insurance declaration and settlement, are all administered by real time , dynamic computerization. Among the strategic plan of Jin Wei project"brought forward by Ministry of Public Health, the most important basis project is to develop , improve and popularize the hospital information system (HIS). With the successive steps that medical and health services reform in the past few years, hospital directors at all levels are aware that in order to improve hospital management, provide high grade healthcare service, make every effort to realize and maintain hospital's benign circular flow of economy in the socialist market economy environment of competition and health and medical community institutional reform course at the same time, effective science informationization administration already has become an indispensable premise, the application of HIS has been brought to leaders at all levels.We should: Check the unification of charge items, charge standard and charge receipt; provide the accurate form for report to financial affairs in time , in order to strengthen financial control; put out-patient service registration , drugstore (mark price , medicine distribution) , out-patient service medical treatment administrative or technical office into a network,; provide the guarantor or the other external systematic interface and cure; automatically control charge classification , proportion , patient information fold voluntarily , support information card operation and reduce labor intensity; shorten school operation time , cut down patient queuing-up time; reduce artificial oversight, ensure hospital avails. The thesis analyzed the background and domestic research situation of automatic out-patient service charge in Hospital Information System (HIS),gives a brief exposition on the primary problems needed to be solved; generally describes the system as a whole; specifically expounds the entire systematic design and the method to realize it, and provides concrete realization technology and realization method in the process of system realization.The thesis mainly introduces the design and realization of automatic out-patient service charge system in the hospital information system (HIS),including the data base design, procedure code, and functional realization.In the process of system testing, this automatic charge system was able to meet the concrete needs of out-patient service , every aspect has reached the expected target. After adopting the system, supervision on out-patient charge had been strengthened, preventing leakage of charge and stopping missing, dripping and tapping. Besides, financial system were made more strict, availability improved, operation simpler, the out-patient service perfected, and patient treatment procedure simplified.
