Nowadays the computer and internet technology are developing fast, and it becomes necessary to realize informatization and automation for all kind of industries. Hospitals are the infrastructure of social life, and they are necessary to serve for the public. Because its business is very busy, so many data are produced every day. So it is necessary to make full use of computer and internet technology to realize the informatization and automation of the information management system. so as to provide maximum convenience for patients. The system also will improve the hospital service quality and efficiency.Firstly the paper has study about the present situation of hospital out-patient management information system, and fully analyzes the present situation of the current hospital out-patient management information system design and development. Based on the detailed system requirement analysis, the ledger management system is mainly divided into basic information maintain module, out-patient registration module, out-patient charging module, out-patient drugstore module. By using unified modeling language on the system modules and system as a whole to dynamic and static modeling, including the design of the system use case diagram, class diagram, flow diagram, sequence diagram. These work make us understand the system more accurately and more reasonable for system design, and ensure system modular design, and more effective for system integration. This project fully realizes the functions of each module, meets the users'requirement, ensures that the system can be efficient, safe and stable, and lays a solid foundation for the modernization of hospital out-patient management information system.Through the black box this system has a large number of test cases. On the basis of fully tested, all bugs found in the testing are analyzed at the code level, made a comprehensive revision and ensure that the system can meet the needs and provide safe and efficient service. In addition, through a lot of testing work, the system has fully meet user requirements on function implementation, prove the system has been able to meet demand and get the correct implementation.
