Streaming media services over mobile communication network have become one of the hottest research fields since the continuous increment of network bandwidth and the rapid enhancement of computing capability of mobile terminals and a huge amount of global mobile users. However, due to the features of mobile devices and the mobile communication network, on which it is hard to use the traditional streaming QoS (Quality of Service) technology to improve mobile streaming QoS. Therefore, it is significant to do some deeper research in this field.Referred to the features of current mobile communication systems and mobile devices, the limitation of tranditional QoS technologies porting to mobile streaming systems is analysed, also a QoS architecture of mobile streaming media based on the sender's congestion control scheme is proposed, and QoS strategies on mobile client are laid strong emphasis on. By using the stratege of congestion control based on send side, the consumption of resource on mobile terminals is decreased; and by using the buffer scheme on client, the network's impact to the playing quality is weaker; also the"First in, later spelling"spelling scheme saves a lot of memory and holds an efficient utility of memory.The implement is based on Symbian OS with the C++ language, and the application is tested in the real GPRS mobile network. The results show that the client provides better quality of service by using the QoS strategies aimed at mobile terminals.
