Video surveillance system is an integrated system which refers to computer technology, communication technology and digital video technology. Because of its convenience and its enrich information, it has an abroad application in the area of industry, traffic, bank. With the development of digital video technology and network transmission technology, it has been possible to transport and control real-time digital video data on networking. Network video surveillance system is a new digital video surveillance system based on Digital Video Compression Technology and real time network transmission and control technology. Compared to the old video surveillance system, it has many advantages, such as stability, real-time performance, functions, price, Scalability etc .It is also the development direction of video surveillance system.In this thesis, the video server of the network video surveillance system is deeply studied. And then design and implement a video server equipment based on the microprocessor S3C2510, MPEG-4 encoder GO7007SB and uClinux operating system.The thesis describes the main functions and the whole design scheme of the system, discusses the key technologies used in the video server, discusses in detail on the hardware design of the video server, the design and implementation of device driver and the design and implementation of the applications. And an embedded Web server is implemented in the video server to build a small video surveillance system based on one video server.The network video server uses the RTP protocol to implement MPEG-4 video stream transmission with low bitrate, guarantees the reliability of real-time video streaming under network environment; the video module is configurable, supports 1~12 D1 video input and polling surveile of 1~48 scenes, takes full advantage of hardware resources and saves production costs; implements dual audio communication, provides a VoIP service with high performance; implements an embedded Web server, which make building a surveiling network independently possible, meets different application needs.
