The security and stability control equipment is the important measure of ensuring the stability and security of power system. When a fault breaks out in power system, the equipment can cut units or load quickly to limit the fault in a smaller area, raising the level of system stability and reliability. With the development of the electricity system, a new control concept called"decision-making on line, real-time matching"has come into the practical phase. the telecontrol-communication requirements for stability control devices have been constantly enhanced because the new concept. On the other hand,the SPDNET has been completed in Hua-zhong area. Ethernet communication has been the developped trend of power system,so the stability control equipment of our lab,which called QWD, must upgrade to reach this demand.Based on this, the paper designed a new telecontrol-communication protocol convert for QWD only.The convert use I-7188e2 communication controller In hardware.It can keep the CDT protocol in substation and use IEC60870-5-104 protocol in the telecontrol communication. The transport of IEC60870-5-104 protocol bases on TCP/IP in the application layer. Especially for the characteristic of stability equipment, several improvement, such as celerity for some important command frame, security for some file, were adopted.On the other hand, the paper discussed a method that how to bind the convert with embedded Ethernet server.A series of the functional, real-time, safety testing demonstrated the availability and reliability of the new protocol convert.
