Research On Chinese Information Resources Location Institution

Drawing close attention of the contemporary sociologists, the issue of institution has in succession become the research target of economics, sociology and the whole social science. Especially with the extraordinary success achieved by the New Institution Economists, who were awarded the Nobel Prize, their research on institution has got into the mainstream economics theories. Research on institution has been carried on in all fields home and abroad. But up to now, there is little research focused on Information Resources Location Institution ( shortened for IRLI) in China.Institution is the soul of Information Resources Location ( shortened for IRL ) and a sound, scientific and reasonable institution determines the success of IRL career in our country, therefore, the research on IRLI is of the utmost importance.In the field of library science in China, there are comparatively fewer researches on institution and many of them concentrate on the setting-up of Library Regulations, the Intellectual Property Rights Protection Rules, Information Publication Rules Enterprise Information Management Rules and so on. There is a vacancy of research on IRLI in the perspective of institution by means of various IRL methods. By retrieving China Academic Journals Full Text Databank from 1997 to now, there are 194 articles under the title of information resources location, among which one article ( Information Dissymmetry, Credit Institution Arrangement and Credit Resources Location ) touches "institution" ; there are 108401 articles with the word "institution" in the titles, one of which has words "information resources location"(Ibid). In China Outstanding Doctor's Dissertations and Master's Thesis Bank, seven touch "information resources location" none of them involving "institution"; 8962 thesis are under the title of "institution", no one concerned about "information resources location".Foreign library scholars pay nearly equal attention to research on institution. Few of them concern the subject of IRLI.By learning from the viewpoints and methods in New Institution Economics and some other social sciences, this thesis starts with the definition and framework of institution, introduces how IRLI defines and constructs, analyzes the features and functions of various IRLI and the relationship between them and discusses the function course of IRLI and the relationship between IRLI and the efficiency of IRL. Moreover, on the basis of the present situation, this thesis also analyses the existing problems in IRLI and puts forward a few problems that should be solved in the process of establishing of IRLI and points out the developmental direction for it.
