Study On The Motivating Mechanism And Institution Of Information Resources Allocation

Information resource allocation is the hot spot and key question of information science on the background of informatization. The study of information resource allocation is significant to create a thriving information market and reinvigorate the information economy. And studying information resource allocation used the economic approach and economic theory is becoming a cause for concern. Mechanism design theory is an important branch of micro-economics, so study on information resource allocation using mechanism design theory is one of the high points. The efficiency of information resource allocation is the key to this study and improving the efficiency can promote economy development and social progress. This paper discusses the fundamental problems of motivated mechanism design about information resource allocation based on the theories of information resource allocation and motivated mechanism. Then it analyses the motivated mechanism design from different angles and studies the problems on motivated institution of information resource allocation on the basis of analyzing the status about institutional environment of information resource allocation. At last, this paper uses an empirical research to study the information resource allocation based on the users’perspectives, analyzes the status of information resource allocation, and the study on information resource allocation based on users’perspectives is a new way which is brought forward in this dissertation.This dissertation consists of seven parts including the introduction and conclusion.Part 1:Introduction. This part analyzes the background and significance of this selected topic; situation of the study at home and abroad; introduces target, contents, thread and methods of this paper; and points the characteristics of study. It is the starting point of this study.Part 2:Chapter 1. Literature reviews. This part elaborates the related theories of resource allocation, information resource allocation and motivated mechanism. It provides the theoretical basis for the study.Part 3:Chapter 2. Study on the fundamental problems of motivated mechanism design about information resource allocation. It defines the target and principles of motivated mechanism design about information resource allocation, and then analyzes the content and steps of motivated mechanism design about information resource allocation using axiomatic method. This part is the precondition on analysis of motivated mechanism design about information resource allocation.Part 4:Chapter 3. Analysis on motivated mechanism designs of information resource allocation. Information resource is a special economic resource. It can be recognized as production or factor of external environment. Based on the particularity of information resource, this part analyzes the motivated mechanism design from two levels:firstly, analyzing the motivated mechanism design of information resource allocation under different motivated factors; secondly, analyzing the motivated mechanism design with asymmetric information using the principal-agent theory. Through all these analyses, it can find the point of penetration to improve the efficiency of information resource allocation effectively.Part 5:Chapter 4. Study on institutional environment and motivated institution of information resource allocation. Institution is also an important factor to influence the efficiency of information resource allocation. So this part analyzes the institutional environment of information resource allocation, constructs the institutional framework of information resource allocation, and brings forward the concept on motivated institution of information resource allocation. In this part, it studies the relationship between institution and efficiency.Part 6:Chapter 5. Empirical research on information resource allocation from the users’perspectives. This research uses the method of questionnaire survey. By FREQ of the data from the survey, it studies the status of information resource allocation. On the basis of result, it also puts forwards some suggestion to improve efficiency of information resource allocation from the point of view which can improve the institution environment of information resource allocation. The empirical research reflects the status of information resource allocation, verifies the practical significance of this study.Part 7:Conclusion. It sums up all the contents about this dissertation, points the insufficiencies in the study, and opens up new vista of this study.
