The growing up of China has attracted all the eyes of the world. In recent years, the learners have put much more attention into the political and cultural innovation than ever before. The academic area of China has also discussed the problem of "public mind", and the public events concern the masses have come forth into the view of the masses. The event of "Sun Zhigang" in Guangzhou, as well as The events of "the most awesome nailhouse" in Chongqing and "PX " in Xiamen not long ago, is the typical cases of this kind. These public events in local areas have changed into nationwide events through the media report. The media that undertakes the responsibility of reporting public event is the acknowledged social weapon, which transmit the information and lead the public opinion. It finally turns into the idealistic weapon to embody the public mind of the masses.The article analyzes the construction of the public mind in media report in four parts. The first part is to define the meaning of the public mind in detail and hackle its developmental condition; The second part is to discuss the relationship between the public mind and the mass media; The third part is to explore how the report of the mass media embody the public mind through three typical cases; The last part is to probe into the role of the report in embodying the public mind, and nail down that the media report is an important way to improve the socialistic democracy of china characteristic.
