P2P based services and applications bring enormous impact to the current Internet. Using P2P technology more effectively is a key problem that each part of the P2P industrial chain has to solve. There are different services realization plans and formal operation deployment thoughts among new P2P streaming media providers. On-line live broadcast based on P2P is the most popular business model now. It is easy to be deployed at the initial stages and to be accepted by user. According to the present situation of network resources, and then develop P2P downloading and Video on Demand services.By combining the P2P technology and telecom service platform, the Stream Meadia System can provide high quality of digital media services. Compared with current Client/Server and Content Delivery Network -based digital media system, this system adopts P2P technology and utilizes user terminals' sharing resources to enormously reduce investment in the network and service platform; it has advantages such as low cost and high scalability. P2P-based Stream Meadia System can motivate the digital media industry, and it has a wide prospect.This paper presents a data driven video streaming network module based on P2P.The network use Source Manager and Region Manager to effectively ease the server's pressure and collect ordinary peers'informantion for improving the search efficiency and helping ordinary peers to close a better partner. And various other data-driven media network, It use time-parameters about data chunks to find partner nodes in the same time region.Finally, this paper porvides the test results of this steaming media system. The experimental data shows that the system can be applicated in the further study for IPTV because of the easily implement,high reliability,scalability,et. al.
