With the deepening of electric industry reform, and during the course of integration with market, the traditional human resources management in electric enterprise surely should convert into modern human resources management. Under the conditions including widening of working scope, extension of working importance, and transition of working emphasis, the specialized staff can't satisfy the requirement in functional role conversion if they are only able to use simple office automation software instead of acting as the advisor for enterprise leaders when conducting strategic decision. It is imperative for electric enterprises to establish a set of viable human resources management information system with powerful functions.But, Northeast China Grid Company(hereinafter called as NCGC) has neither the real human resources management information system nor integrated information system. Nearly all the data related to the human resources still stay at manual operation level. Though we can make use of some modern office software's, the staff in charge of human resources hardly get rid of the daily hard works including statistics and data analysis. So, the staff can't concentrate on the human resources programming and policies from the view of strategy. Some leaders of subsidiaries developed related software's voluntarily, but these software's eventually became isolated information islands which can't be integrated with each other.This paper presents the idea to establish perfect human resources management information system for NCGC so that we can use information technology to solve the problems existing in human resources management in the company. The operation of this system will help the company high ranks make decisions, which makes the comprehensive management function and role of human resources management more useful, and makes the human resources of the company more serviceable so that we can achieve the target of human resources management. The target is to realize competitive, professional, and creative human resources management which can offer strong support to the company's future development.At first, this paper takes the background of NCGC's human resources management as research object. It simply reviews the history and background of NCGC, and then emphasizes in the analysis in the current situation and main problems of human resources management of NCGC.Secondly, from the view of human resources management, combining with the practical situation of human resources management in NCGC, this paper conducts overall demand analysis in the content, function, and management mode contained in the human resources management information system of NCGC. This paper also completely expatiates the target of the system, and especially conducts detailed analysis in the demand and risk of the system. In the respect of system demand, this paper mainly analyses the human resources management function, labour organization management, employees management, training development management, salary management, performance examination, and social insurance management. In the respect of system risk, this paper mainly analyses different kinds of risks faced by the system.Thirdly, this paper offers the general framework and requirement of the human resources management information system of NCGC according to demand analysis. The general framework is offered according to the current network construction situation and management demand. The general principle for human resources management information system is to take concentrated management mode. According to the human resources management philosophy of total employee involvement, the construction of human resources management system of NCGC is divided into the construction of 4 platforms corresponding to 4 roles. The 4 platforms will assist the human resources management of NCGC, which can make efficient use of every resources point (employee) so that the maximum value of human resources owned by the company can be exploited. The first level is auxiliary decision level which is auxiliary decision platform designed for high and medium rank administers of the company. The goal of the first level is to realize the auxiliary decision and strategic support of human resources management based on B/S framework. The second level is basic management level which is operation platform designed for human resources management operators. The goal of the second level is to realize the business processing of human resources management based on C/S framework. The third level is total employee involvement level which is self-service platform designed for all the employees of the company. The goal of the third level is to realize network self-service for employees based on B/S framework. The fourth level is system administration level which is system administration platform designed for system administrators. In the programming of system strategic goal, we should take the principles including overall planning, step-by-step implementation, emphasizing key points, and easy things first, difficulties second. We also should take the method of evolution and optimization gradually so that we can achieve the goal of real-time feedback, process control, and coordination. This paper also establishes the principles of system design and operation, makes clear and analyses the technical framework and unique requirement of the system, as well as data transition scheme, system development loop, technical features, and operation environment. Subsequently, this paper conducts detailed module function design of the system respectively according to business operation platform, system administration platform, and self-service platform. In the design of functional module of business operation platform, this paper designs 13 modules including organization administration, post administration, labour contract administration, employee administration, recruitment administration, attendance and vacation administration, performance examination administration, salary administration, training development administration, social insurance administration, housing fund administration, labour statistics administration, and overall inquiry.At last, this paper analyses the enforcement assessment of the system, and discusses the following aspects including system enforcement strategy, enforcement method, enforcement procedures, enforcement control and management, and assessment in the application effect of the system.By means of knowledge in human resources management information system, and by means of analysis in the human resources management of NCGC, this paper designs the human resources management information system for NCGC. The research conducted in this paper provides necessary theory and technical basis for NCGC so as to establish reasonable and effective human resources management information system. This has obvious practical significance for NCGC to fully promote the management level and comprehensive competitiveness.
