With the official issuance of 3G mobile phone licenses and the reconstruction of telecommunications industry, mobile phone multi-media communication starts to march towards the market with the support of 3G technology. Both the government and the telecom operators have showed great supports and invested tremendously in resources of human, financial and material in aspects like policy-making, 3G technology R&D, 3G network infrastructure and market cultivation. But because of the special domestic environments of political, economic, social and cultural, operators haven't received satisfactory feedback from their promotion for 3G network, and mobile phone multi-media communication confronts trouble in the new 3G environments.This paper, by applying methods of literature analysis, theoretical analysis, and questionnaires survey, and other practices, sorts out the developing reasons and current status of mobile phone multi-media communication, and analyzes the constraints in the process of mobile phone multi-media communication with focus on policy formulation, technical support, market competition, and content industry construction. Through analysis of the dilemma of mobile phone multi-media communication, this paper is to find the key issue of the predicament, and to clarify the significance that the content industry construction has on the promotion of 3G mobile phone in domestic market. In the final section, this paper, by combining the theories of communication and economics, tries to do some thinking on levels of government, the market and content, expecting to offer reference for domestic telecom operators' optimum competition construction and further development of content industry.
