With the development of computers and communication technology of networks, people can easily use the Internet to get the required information. They can manage human and material resources in different areas by networks management systems conveniently. They even can complete their work by mobile communication terminals without any restraint. In general, we are having enjoyed the information age. Therefore, the application of leading edge technology and to establish a network management system has become a trend in the development of management systems.Management system of networks has experienced the development of the C/S and B/S Modal. B/S-based network management system has the absolute superiority in the fields. It has many advantages such as simple maintenance and simple upgrading , lower cost, more choice, good extension and so on.This system is based on the teaching management service of Information Engineering College of Chang'an University. The aim to develop the teaching management system based on the B/S mode is to fulfill college teaching management needs. The system is mainly based on Tomcat server, Eclipse 3.0 as a development tool, the Microsoft SQL Server 2000 as the database server and the most popular of the current framework-Struts, as the major development of routes.This paper is mainly based on the analysis of the basic laws and the features of B/S mode of teaching management system. The paper has explored the main technology of which can support the teaching management system based on B/S mode. And then it has introduced the details of the functions, the design and the achievement of the system from the structure of Struts and discussed the performance of this information system in the portability, scalability and the security.
