Nowadays, the characteristics of the high-tech naval battles are that the communications between the ships must have efficient, reliable, safe and high real-time performance, mobility. At present, it is mainly used by the wireless communication between the ships, because it is easy to receive disturbs, reliability, mobility bad, to lose the traffic capacity and bungle a military opportunity. Therefore, it urgently needed seeking new communications equipments to supplementBecause atmospheric laser communication have a series of merits such as a large capacity communication, mobility, a strong ability of anti-interference, a strong ability confidentiality, and the information is not intercepted, a high accuracy of tracking, classification and identification, it is good for hiding, small size, light weight, even in the circumstances of atomic radiation can also normal work, which is suitable for the sea battle special circumstances means of communication. It is expected to become potential naval vessel communications equipment in the future.In this paper, it has introduced firstly the basic principle of the atmosphere laser communication and the key components, then carried on a thorough analysis about the marine atmospheric characteristic; At the same time, it has established the transmission characteristic mathematical model of the marine atmospheric channel under special circumstances , then proposed the technical means that are using for solving the influences about the atmospheric channel to the communication through the simulation and the analysis, which provided the support for designing atmospheric laser communications system; simultaneously also proposed an optimization design proposal about the atmosphere laser communication light end machine(receives, sends), which will offer the theory ,the experimental basis and the technical way for the key technology of atmospheric laser communications between the ships in the future.
