| Since the early 1980's, F·W·Horton and D·A·Marchand, who are American experts in management, had suggested that the information resources are as important as other resources in enterprises, such as human resources, material resources, financial resources and natural resources. As information resources have been paid more and more attention, all kinds of products of information resources have come into being instantaneously, such as ERP, CIMS, CSS etc. Meanwhile, the planning of government information which is more than 80% of the whole information resources also becomes a hotspot in IRP. In the early 1990's, e-government business was put forward as the means of improvement of efficiency in government activity and lowering down the cost of government. Therefore, e-government business will be a forceful guarantee to the government informatization if it is introduced into the area of information resources.The data management engine of GIRP which is based on e-government business is mainly studied here. Data management is the basic of information planning and it will provide a good basis for the following data processing, data cleaning, data mining and info-increment only when all information is classified and saved effectively. Technically, the data management engine is based on RETE Algorithm and the framework of drools rule-engine which is open-source. The Facade in the Design Pattern is also introduced to improve the reusability and readability and an interactive way is adopted to collect classified information according to the characteristics of the business in government.Firstly, the framework of data management engine, each function and their relations are given. Then the structure and realization of the info-integration engine is mainly introduced after the data characteristics of e-government business are analyzed. In the end, the realization of data management engine and some key properties and methods of the important class are described in detail. |
