In this environment, we can integrate the Enterprises of the different areas around the world having the advantage of outsourcing services, to speeding up response time and achieving synergy development.This article firstly introduces the theory of supplier relationship management and outsourcing services, and then according to the characteristics of outsourcing services, we determine the basic function of the service outsourcing supplier relationship management system, and then analysis the service outsourcing supplier relationship management system's needs and determine the system's software architecture, based on this system of the module features a detailed design, we use the UML Tools of the sub-module to analysis the business process, and design the data structure of the system, the finally we approach and demonstrated some of the functions' effect.
