BPM (Business Process Management) exists in a number of the government's core business, such as cooperative office system, emergency management system and the public of the administrative examination and approval system. And it has become an important part of e-government construction in the world. Because the government business processes are complex, dynamic and uncertain, the current research can not meet the requirement of formally modeling and analyzing the dynamic government business process.Most government business processes are involved in numbers of organizations. The project is huge, so before actually implementing the business process, the equivalence and reachability of process is needed to ensure the process is right and reliable. RNM (Role Network Model) describes the essence of the collaboration in government business system. And it supports flexible control on dynamic business processes. But there still lacks modeling dynamic business process formally. It can not support business process analyze.In order to solve the problems above, the BPAORNM (Business Process Analysis Oriented Role Network Model) is proposed based on integrating BPM, Pi calculus and RNM. The main research work is as follows:(1) Analyze government business process and summarize its characteristics.(2) By integrating BPM, Pi calculus and RNM, the RNM is extended and BPAORNM is proposed. BPAORNM supports formally modeling, analyzing and flexibly controlling dynamic government business process.(3) Based on BPAORNM, the process consistency validation method and equivalent analysis method are provided.BPAORNM is proposed to meets the requirement of formally modeling and analyzing dynamic business process, which enriches e-government theory. And it has a board application foreground in the fields of e-government, such as parallel administrative examination and approval, "one-stop" service, emergency management, cooperative office, and so on.
