| The mobile E-Government is developed from fixed E-Government in combination of modern wireless communication technology. With the development of science, technology and society, the demand of the mobile E-Government of the government and civilian is increasing fast. This paper introduces a mobile E-Government system developed for the Industrial and Commercial Department of Hubei province. This system is safe and effective and facilitates the patrol, supervision and law enforcement of the industrial and commercial personnel. This paper has finished the following tasks:firstly, this paper investigates and analyzes the requirements of safeguard and function of the mobile E-Government system and determines the overall solution and technical roadmap: the user can access the wireless network of China Mobile and China Unicom to access and operate the database of the industrial and commercial department with terminals such as mobile phone and PDA; the law enforcer. The law enforcers are identified with the PKI identification authentication system.Then, this paper studies the security and optimization of the system. To guarantee the safety of the system, this system is divided into the internal and external networks, which are separated with the gateway. Because the wireless network is not steady, the instructions from the terminals are transferred in batch to the application server in the internal network by the mobile application server. The internal server processes the instructions and then returns the results to the mobile terminal.Besides, this paper designs a navigation system that integrates mobile navigation with assistance between coworkers with GPS and mobile positioning technology.
