The mobile banking system can provide the mobile payment service on handset for the customer, via mobile networks. It will greatly change the traditional business model of the payment service, and create great social and economic value. In this paper, the design of the mobile banking center system is studied, and the implementation of the Service Access Gateway (SAG), which is the subsystem of the mobile banking center system, is presented.In this paper, firstly, the applications of the mobile payment service and the related issues are outlined. Secondly, the service requirements of the mobile banking system, such as the mobile payment scenarios, functions, and the system performance are analyzed. Thirdly, the general design scheme of the mobile banking system is introduced. Finally, the design and implementation of the Service Access Gateway are presented in detail.In this paper, three key initiatives are elaborated for designing the mobile banking system and the SAG: modularized messaging process, real time status monitoring on running threads, and the standard C/C++ programming independent of operating systems. These initiatives ensure that the system will have competitive advantages in offering the mobile payment service in terms of high scalability, stability and compatibility.In this paper, the SAG is implemented with the Windows2000 operating system, the VC++6. 0 software development platform, and the standard C/C++ code. The SAG system is verified in the PC server/ Windows2000 and Sun Netra240 server/Solaris environment separately. The test results show that the performance of the SAG can achieve 50 CMPP/second with good compatibility.
