The rapid development of the vehicle supervisory technology has prospered vehicle supervisory system. Accordingly, advanced vehicle supervisory system calls for better information service. Due to traditional communication mode, which is based on the GSM-SMS, could not meet the requirement for real time, currently GPRS technology has become the primary direction of data transmission technology in vehicle supervisory system development. This paper has discussed a vehicle supervisory system which based on the GPRS network. The vehicle supervisory system consists of three parts: the mobile terminal, the supervisory center, and the GPRS network. The three parts integrate to implement the function of real-time monitoring, attemper, alert processing and voice calls. This vehicle supervisory system is superior to other systems for its advantages such as lower costs, better data reliability. Therefore, it has a bright future to be widely used in transportation, urban public traffic, and so on.This paper presents two crucial technologies-- GPS technology and GPRS technology and specially describes the construction and data transmission mode of GPRS network which based on the GSM network, the advantages of which is also elaborated. Based on those two crucial technologies, we proposed the construction design and implement principle, together with the communication protocol between mobile terminal and supervisory center. Then, we primarily discussed the design of mobile terminal. For the design of hardware part, we adopted E531 module as GPS receiver and SIM300C module which embed TCP/IP protocol stack as communication medium between mobile terminal and supervisory center. For the design of software part, we have finished the programs with C language for the data extraction from GPS and data communication in SIM300C.By utilizing the GPRS network, This vehicle supervisory system extremely improves the data transmission speed and transmission capacity and greatly decreases the costs, which achieves the expected objective and adequately satisfies the clients' requirements.
