Nowadays the continually rising oil prices make the cost of many industrial products go gradually up, and the economic efficiency of enterprises becomes more and more scarce, then the economy of our country has being influenced by that. As a new type clean fuel, Coal Water Mixture (CWM) is used in industrial boiler instead of heavy oil, not only reducing the cost of enterprises but also meeting the demanding of energy saving and protecting environment. At the same time, the control level of industrial boiler could reflect the heat efficiency of boiler and affect the Energy Consuming Level of enterprises. Therefore, Coal-Water Slurry boiler using automatic control system is welcomed warmly. The key points of this paper include the design of software and hardware of the monitoring and controlling system of the CWM heat-conducting oil boiler, and the realization of automatic control function.The system is constituted by PLC,PC communication cable,signal sensor,sender,and so on, which also form a total distributed control system (DCS) to monitor and control the running of boiler. And the "PID" algorithms are researched deeply and the "Incremental PID with dead zone" is applied in many analogue control circuits such as the heating medium temperature,slurry flow rate and furnace negative pressure.The software development of PLC and PC is this paper's research emphasis. "STEP 7" is utilized in the design of PLC program. And after the signal is pre-processed, these data will be used in the control loops. And "KINGVIEW 6.52" used in software develop for PC proves to be effective and friendly in operation, also proves to be safe and steady in running.The well-running reality of the monitoring and controlling system of the CWM heat-conducting oil boiler proves the easy and steady application of the software "STEP 7" and the advantage of the software "KINGVIEW". And both "STEP 7"and "KINGVIEW" communicate well, and adjust expediently. Then the PLC and PC can are perfectly coordinated, to form a friendly man-machine interface,strong configuration, steady dependable running thermal engineering monitoring and controlling system.
