The Research On Regulation And Control Mode Of Network Public Opinion In China

With the rapid development of network media, Network Public Opinion has become a powerful force, affecting many aspects of social life. The focus and also the difficulty of the study is how to guide Network Public Opinion, thus play its positive role and reduce the negative effect. Standing in the overall perspective and combining with the reality of our country, the paper aims to build the regulation and control modes of Network Public Opinion.Qualitative analysis and induction are the two major research methods used in this paper. Beginning from the basic attributes of Network Public Opinion, the paper analyses the necessity of the regulation, further explains the regulation subject, channels and measures of the Network Public Opinion briefly. Based on the above analysis, with the reality of network management in our country, the paper proposed two regulation and control modes of the Network Public Opinion. First, dynamic regulation and control mode, formed from the dynamic process of public opinion, analyses how to guide public opinions before its construction. Second, social regulation and control mode, constructed by the chief regulating participators and the interaction among them, analyses what should be done for the government, media and other sectors to influence public opinion, so that the purpose of regulation is realized.Adjusting and controlling Network Public Opinion is not to achieve the uniform public opinion, but to permit the existence of multiplex opinion, and ensure the speech freedom of Internet users. Guiding Network Public Opinion by the scientific method, it will be conducive to social stability and harmony as much as possible in its development.
