With the rapidly development of computer and internet technology, the in time query of information is becoming insistent and urgent. Therefore, it also brings us the opportunity to popularize the statutes of soil and water conservation, especially beneficial for the soil and water conservation correlative affairs. Beforetime, the statutes only be studied by researchers and operators, but exploiters have no sense about them at all, however, during the exploitation, serious losses of soil and water were easily occurred, this situation usually bring us great obstructive about environment protection. Therefore, how to find a simple and convenient approach to look up the statutes which accord with their exploitation practice and learn to study some of them is crucial. The traditional method of soil and water conservation statutes query can no longer to support people's requirement, so, we have the liability using modern technology to establish an expedient statutes query system of soil and water conservation.This thesis combined with the construction of statutes about soil and water conservation needs. At the very beginning, it analyzed the framework structure, key technology and relational database; put forward the information inquiry platform-Tri-tier B/S Structure which is based on internet; did a comprehensive research on ASP.NET technology and adopted it develop this system; made use of ADO.NET technology to connect database. And after that, this thesis also worked out a detailed expatiate both on functional design and practice ways. After a deep study on such statutes and the analyses of social requirement, the whole design scheme, functional modules were prone to be consummate, and then can establish the statutes database about soil and water conservation. At last, this thesis discussed the practice method of every functional module and narrated the testing process of the whole system.The data source of this thesis was mainly collected first from the which was edited by water conservancy committee of Yangtze Rive and soil and water bureau, second from the which was edited by water conservancy office of Hubei province. The hardcore of this system are keyword query system and structure query system. The keyword query provide dark and clear ways of query, users can choose one condition of the five aspects, then input some keywords, use one of the key attribute field to look up information, and in order to find correspond and effective statutes. And the structure query classifies the files into three categories: laws and statutes, rules and regulations and else policies, users can find what they need via different route ways and browse the whole content.At present, after develop this project, the numeral information platform of soil and water statutes was basically realized and put into practice in relevant ways.
