The publishing & management of textbook for the elementary and high school has always been the fundamental element to the establishment of national textbook system, it may affect the elementary education system, even the social stability in a country's worth wide. Since the recent years, a series of policies have been put into effect with the aim of system reform for an effective and enforceable textbook publishing and management. Despite of the positive progress, some social fundamental issues emerge, the coordination and benefits among different agencies need to be readjusted.The reform of the textbook publishing management for elementary and high school should be commenced from the change of the single commanding and administration to a modern public affairs management. The reform will be based on the systematic analysis on the advantages and disadvantages of the existing administration management mechanism and the experiences of previous failures and lessons.The textbook for the elementary and high schools is actually a quasi public good, therefore, to carry out the reform of the textbook publishing and management should be correspond to the to the establishment of a social public affairs management mechanism. Nevertheless, well handling the relationship between the inheritance and evolution, and learning and innovation is vital for the success of the reform. The reform should also be taken into account of the correspondence of the desired goals and the actual action paces, the unification of the institutional building and technical approaches, as well as the ratio of social cost and benefit. The reinforced legislation helps form the basis for the establishment of textbook publishing management for elementary and high schools, an effective public policies issuing helps collocate efficiently the social resources, and economic leverage helps adjust and control the equitable social wealth reallocation.
