The field to manned-flight's test and launch involves many subjects and complicated professional knowledge including abundant contents. Many new technologies with creativity and influence are spring up continuously. Test and launch expert system which integrates the technology of test-launch and artificial intelligence is the important direction to develop an intelligent and information-based on launching site. According to the overall system's composition and necessity in test and launch, a distributed and blackboard-shape expert system is introduced in this paper, which includes the design of overall function, structural framing layout, and exploitation plan etc. Finally, brief designed schemes to the Fault Diagnosis Expert System and Intelligent Command Expert System and a detailed designed scheme to Emergency Rescue Decision-making Expert System are provided, as well as some simulation and design verification is projected to the Emergency Rescue Decision-making Expert System. The main content consists of three parts as follows.Firstly, the expert system's general structure theory is analyzed and some comparative analysis to expert system's key technologies and representation methods are provided. There are knowledge's classification and analysis to representation methods, knowledge acquisition and the establishment to knowledge and rules base, the comparative analysis of reasoning and reasoning strategy, expert system exploiting tool and transplantation technology, the relationship of fault diagnosis and expert system etc. The main purpose is provided an overall approach and technical ways to the construction of test and launch expert system.Secondly, by analyzing the overall composed elements and the overall demanding function to manned-flight's test and launch expert system, a distributed and blackboard-shape expert system is proposed with discussion of the design of overall function, structural framing layout, and exploitation plan. In addition, this paper focuses on the two major subsystems -Fault Diagnosis Expert System and Intelligent Command Expert System's designing, including functional design, knowledge and rules base's establishment and the choice of reasoning and reasoning strategy. The main purpose is built for an comprehensive expert system for test and launch and lays the foundation to expert system.Finally, as a specific designing example and an urgent resolving problem to test and launch expert system. this paper mainly proposes the designed scheme to the Emergency Rescue Decision-making Expert System, including detailed designs of decision-making content and supporting objects, functional designing, the knowledge and rules base establishing, reasoning and reasoning strategy selection, software designing, simulating and implementing through programming. The simulation results show that, according to the above designing, not only the accurate diagnosis to all the emergency rescue's failure modes, and decision-making advices are provided, but also the foundation for the next phase expert system exploitation is laid.
