As a hot issue in electronic payment field,the development of Mobile Payment is restricted by security,servings and mechanism.After the research on the essence and the market about mobile payment,this paper put forward a new business affairs pattern,connect ing mobile payment with traditional payment,which could commendably solve the probloms in the development of mobile payment.Through studies,this paper points out that,as a medium of payment,mobile payment's purpose is to realize the exchange between fund and merchandise in the transaction,while cash is the main medium currently in our society,mobile payment depends on traditional medium at moments,especially the most imortant is to solve the cash collecting problom.The "Air-Charge" system fits this actuality on the beam,puts service agents into chain of mobile payment,makes full use of it's entity shop,extensive channel and human-based servings,brings agents profits,makes them expand service actively,offers a convenient,quick,newness payment medium up to people at the same time.Based on this idea,according to the practice in designing and development of Air-Charge system,under the guidance of the tutor,this paper completed the description of holistic system Architecture and detail implement,including topology,arrangement,logical model and key technology,especially introduced the definition,designing,detail implement of Unified Accounting Service System(UASS),lastly by taking example for Charging phone,explained the handling in decryption,transaction and transaction check in Air-Charge system.Finally,by exhibitting system's running data in one province,this paper told us that Air-Charge system had large practice value and nice future and fully validated it's design objectives,on the one hand,providing the agents a payment and authentication medium with which they can provide othres many businesses by mobile phone,on the other hand,more and more businesses being affiliated into system.In the transformation from traditional business to electronic business,the appearance of Air-Charge system becomes a critical factor to promote the development of mobile business.
