Electronic payment is one of the important payment, along with China’s rapid economic growth and the advance of information technology, electronic payment industry has made rapid growth, the prospects are very broad for electronic payment. Telecommunications operators in China in 2009 started construction of 3G networks, access to all stages of business operations, are facing more competition, also have to face the decrease of traditional voice service, the user ARPU value decreased disturbance. In order to better the layout of the mobile internet,to win a share of value-added business areas, to increase user stickiness, to differentiate their services, telecommunications carriers have accelerated development of mobile payment services. Communications operators need to find a suitable mode of payment of business operations, together with the electronic payment chain to build an advanced architecture platform for users to facilitate the payment of life, promote healthy and rapid development of payment services。By analyzing the electronic payment-related concepts, also the business types and forms for payment, summarizing the achievement of the way, in order to achieve a systematic form of payment system. In order to solve variety of problems in the payment development, we research payment for status and history of the world, in particular Japan and South Korea, to refine the experience for our to reference. We research the payment of the Communications operators and Bank etc, analyze the problems.The end, in order to achieve the common interests of all sectors on the payment chain,this paper propose series development proposals for the Telecommunications operators to develop payment business.Then the functions of the platform and the model of the total payment process are analyzed. Subsequently, the whole system design is introduced, including the physical network, the system function structure, the system main frame and typical operating flow. And this paper introduces the communication between the platform and other platform and the communication in the modules of the platform. And then the basic mechanism including safe mechanism, service control mechanism and the message mechanism is analyzed.In the paper, have described database base table, payment processing modules, POS modules, clearing and settlement systems in the core module as examples of functional modules in detail.The modules’ detail design is introduced, including the system function structure, the modules’ software structure. Then, the service flowchart as well as the class design is described. And the message mechanism and the service control mechanism are introduced in detail. The paper also exhibits the way that the deal messages through some typical flowchart.
