The purposes of Treasury Landscape Network System include the following: to achieve online paper-free management of budget income and expenditure among the finance department, tax revenue and treasury department; to achieve paper-free accounting operation and management, model-based data analysis, real-time monitoring and management and tailored service for external customers; to provide updated and accurate information for forecasting and decision -making in the budgeting process; and to lay solid foundation for the nation to constitute macro-economic policies, thus build up a favorable information sharing mechanism among departments.The design and development of Treasury Landscape Network System relies mainly on company exclusively owned IBEX platform in order to save costs and accelerate the development process. What we need to do is to make good use of existing modules on the platform to turn it into a software system structure with great convenience in terms of development, maintenance and expansibility, and based on this to build up a logical framework module to separate core banking business system and TIPS network system from other intermediate business systems and abstractively coordinate business processing logics. This style of design implements application logics, dealing process and business processing logics with different components, and achieves loose interbedded coupling by component separation, so that system codes can be re-employed and easily modified, the flexibility, resumption and maintainability of the system is highly improved and quality increased. This dissertation describes the design and development of Treasury Landscape Network System based on IBEX platform. It introduces system development framework, information interaction between network system and TIPS and the processing logics of network business, and specifies the design and implementation of the processing logics between TIPS integrator and core system in the back-office of commercial banks. Key logical processing refers to message parsing, packing, the third party's protocol validation, transaction checking with TIPS and other system interactions with TIPS.
