AVS-M is the Part 7 of AVS. It is developed to be adapted to the moving multimedia video, network meeting and mobile TV. The purpose is to provide criterion on system, copy-protection and video codec with the advent of multimedia technique. In the beginning this paper describes some typical application on multimedia provided by mobile. According to the demand of the application, it also needs some professional demands on technology. Influenced by the bandwidth and fluctuate of the net , a high performance of video compression should be chosen to guarantee that the multimedia flow can be passed via the network ,and the speed of the codec should be fast enough,so the key of the multimedia is to choose an efficient codec. AVS-M is the most appropriate video compression encoder/decoder.Moving built-in operating system of Windows Mobile is the sharp weapon that let the "moving dream" come true. Windows Mobile has the same strong function and operation interface as the Windows operating system. So people who use the moving equipment which is based on windows mobile will feel rather familiar, not hard to accept. The application includes all that the same in windows, such as word, excel, outlook etc.The main task of this paper is to introduce some technology, analyze the shortcoming of the reference software, design the decoder software of AVS-M, and optimize it. Another part of this paper is to introduce an embedded operating system based on moving multimedia, and to do an emulation experiment using the software of decoder AVS-M in the background of the above embedded operating system. In the end this paper does some test about the experiment.After test, the speed of the decoder that is developed is 2~4 faster than the standard decoder Wm3.3a, the pictures of CIF (352×288) can be real time decoded. The experiment can also complete displaying of the video through the windows mobile operating system correctly. It is rather useful to AVS-M to more deeply research on mobile multimedia field.
