This paper has studied the strategic decision-making model system based on the Balanced Scorecard and Bayesian Network and proposed an strategic decision-making model that is based on BSC—BN. This system has implemented the Balanced Scorecard theory which is very popular in the science of management and use the Bayesian Network that is the important knowledge management technology in the artificial intelligence world to resolve two shortages of the Balanced Scorecard, one is that the strategic cause-and-effect graph of the Balanced Scorecard is given by the experts' experience so that it is objective and there are some warps, the other is that the strategic cause-and-effect graph of the Balanced Scorecard can only show the relation of the key success factors qualitatively but quantitatively and we can't get our want data from the strategic cause-and-effect graph.The strategic cause-and-effect graph of the Balanced Scorecard is a directed graph that is used to show the cause-and-effect relations of the enterprise's key success factors, while the Bayesian Network is also a directed graph that is used to show the cause-and-effect relations of the nodes. They both use the directed edges that direct the nodes to stand for the cause-and-effect relations. Based on the similitude of their structure, this paper introduces the Bayesian Network into the strategic cause-and-effect graph of the Balanced Scorecard and use the latent variable to simplify the structure of the Bayesian Network and reduce the parameters of the Bayesian Network, which makes the strategic cause-and-effect graph of the Balanced Scorecard that has been transformed into the Bayesian Network do some inferences and get unknown parameters or the uncertain parameters by the known parameters. According to the results of the Bayesian Network inferring, we can amend the knowledge given objectively by the experts.Balanced Scorecard value is got by the Analytic Hierarchy Process. Got the weight of the lower layer indicator relative to the upper layer indicator by the experts filling in the contrast matrixes, by which we can get the Balanced Scorecard value. Then take a comparison horizontally and vertically. According to the results of the comparisons, the manager of the enterprise takes some decision-making adjustment and takes some encouragement and punishment to the correlative employees.
