Computer technique is widely used, especially WEB technology, along with the development of Internet. The emergence of J2EE promotes the development of WEB applications. J2EE is an enterprise level standard basing on module. It defines an enterprise information system platform in multiple layers. As the fact industrial specification, J2EE represents many advantages including simply architecture, heterogeneous environment support, effective developing, portability, reusability, easy-maintenance and extensibility. These features lead J2EE to the first option of enterprise application.J2EE is becoming simpler and rapider by the emergence of lightweight framework. Spring is one of them which get over the dependence of EJB container, the long time initialization and not-easy-test. Another is WebWork which improves the appearance of web page and simplifies the control flow. Hibernate encapsulates the details of the database to make the application simpler, which gives the ability to application to transplant without changing any code.Competition becomes more intense in industry, including after-sales service for carriers, with the development of society. In order to enhance the competitiveness, the company has to improve the quality of service and support the better customer experience. Traditional offline process is inefficient and needs high cost of human resource. In addition, it can't deal with the faults in time. So the development of enterprise is confined by it. However, with the development of Enterprise Informationization and enterprise application architecture J2EE, the enterprise will have more opportunities for the constant development and growing.The paper introduces J2EE and analysis its advantages, illuminates the typical four layers of J2EE application and enumerates the modules supported by J2EE including JDBC, Servlet, JSP, JNDI and so on. It also introduces Spring, WebWork, Hibernate and JUnit from their main functionality, working theory and adaptability which are the foundation of customer service system.The paper analyses the requirement of the customer service system. By the analysis, it knows the functionality needed by the users. In this paper, it designs a customer service system basing on J2EE in B/S model, which not only enhances the efficiency of the department, the quality of service and the degree of customer satisfaction, but also the efficiency for engineers. The System will become a communication platform. Engineer could get knowledge or suggestion from the system when he meets problem. The system give the ability for department manager to get know the details of his department status, such as the technique ability of engineers. So manager could assigns more pertinence train and enhance the ability of engineer in special side which gives a better carrier development to engineer. It brings out a benign competition in the department. The manager also could make short-term or long-term plan basing the specific circumstance, which directs the department to benign development rail.
