With the rapid development of the economic and technology, the time of product and business operating for the telecommunications industry is coming. In order to enhance their products and business management capabilities, mobile operators have paid more attention to the BOSS (Business Operation Support System) and the investment for BOSS is gradually increasing. However, how to build the BOSS according to the needs of business timely and accurately is still not sure for mobile operators, because the occupation relationship between service and resources is not sure.Based on the above background, the paper has studied and concluded the theory of the allocation of resources, IT resources scale calculations, and BOSS system function and structure. And carry out the depth study for the relationship between service and resources from the logical relationship to the occupation. Finally adopting the actual data, verify the accuracy and practicality of the model. In this paper, the main and core achievements are followed:1. Bringing forward the method for the study of occupation, defining and quantifying the service and resources, and analyzing the occupation relationship deeply between the service and resources.2. Based on the model of TPC-C, and referred to the special characteristics of BOSS, building the occupation model between service and hardware resources. It is about two parts of host and storage.3. Based on the model of FPA, and referred to the special characteristics of BOSS, building the occupation model between service and software resources.4. Adopting the actual data of a mobile operator, to verify the accuracy and practicality of the model.
