In order to meet the requirement of the enterprises and institutions proposing higher demands of the quality and quantity of employees, it’s very important to give the vocational education to the front-line technical employees and pre-employees. Vocational education is set up by the practical needs of the professional post that is the profession-orientation technology education, which are characteristics of distinct profession, industry, locality and occupational technology. It also requires combining vocational education and the reality of social development closely, updates teaching content, and strengthens practice teaching. How to improve the teaching effect of vocational education, teaching management, improve the utilization rate of the students’ time, and embody the characteristics of vocational education. Many experts and scholars study the theory of teaching method, apply the teaching method theory to guide the construction of professional curriculum system, and design the course and teaching content reform of teaching methods and so on. But the study of vocational education of network learning platform is relatively limited, and also lack of the distance learning system to support the current vocational education teaching reform.The aim of the vocational education and technical training is to develop a career-oriented government attendants’ distance learning system(government attendants’ distance learning system of government institutions in Fujian province), support the "work-integrated learning" teaching mode, and suit for all kinds of professional and curriculum, a variety of training programs, a variety of learning mode(autonomous learning, cooperative learning and inquiry learning). The distance learning system includes six subsystems: professional subsystem, teacher subsystem, subsystems of learning, training, evaluation subsystem and management subsystem. Each subsystem contains many function modules to support those government attendants’ professional learning tasks and work process.Based on the subject project " government attendants’ distance learning system in Fujian province”, according to the characteristics of the vocational education and "based on working process" and "work-integrated learning" teaching business processes, the thesis combines the main data process, analyzes the functional requirements of the system from the user’s perspective of view, studies and analyzes the system function module design, system architecture design, data flow diagram design, database structure design. The thesis also gives a detailed analysis of the key technologies involved in the system development, enhances the SSH architecture technology of J2 EE, process-driven JBPM workflow technology and management, database connection pool technology, and the application of the AJAX+CSS technology.The thesis expounds the system testing results and the technical features of the system as well as the similar system. This topic is shown by test that the implementation of the government attendants’ distance learning system that can support the "work-integrated learning" teaching mode proposed by the vocational education reform and the development of the " integration curriculum based on the working process". The system also achieves the lots of features, such as being stable and reliable, easy to deploy, and easy to update and use.
