With the development of digital compression and communication technology, the application of digital video monitoring technology is increasingly common. And the digital compression technology has many advantages over analog video technology. This makes the analog system go out of use gradually. Web digital surveillance system based on the Internet is becoming the mainstream gradually. With the popularization of wireless local area network, the wireless network video surveillance system has its unique feature. It can be used at the place where the network cable could not reach, such as Environmental Monitoring. It has such advantages as flexible site, simple establishment, and thus Video Monitoring gradually dominates the market.This paper presents a forward control module based on FPGA, which is an aspect of the wireless video compression system. The main task is to control the encoding chip effectively. The WIS video compression chip GO7007SB is adopted in the design to realize the hard compression of video picture. The GO7007SB can support the format of MPEG-1, MEPG-2, MEPG-4 and H.263. The encoded data stream is transferred through the interface of HPI. The control chip adopts the FPGA (Field Programmable Gate Array) of Altera Company to control GO7007SB and transmit the encoded data.In this paper, the hardware and the software design is mainly discussed. The aim of the hardware section is to design the PCB for the FPGA and the methods to connect the FPGA with the HPI of GO7007SB. The FPGA is programmed in the software section with Verilog HDL, a kind of programing language. Then the FPGA can accomplish the Configuration and Initialization of GO7007SB. After the hardware testing and the software simulation, the system achieves the design objectives and system requirements.
