With the development of national power network interconnection and power market, State Grid Corporation puts forward the aim of constructing digital power grid and information enterprise. In order to realize the goal, more and more management and production personnel need to acquire real-time information of dispatching automation system and master power network operation status by EMS Web monitoring system. In addition, the graphics in different systems of power dispatching center, which are made of private graphics formats from different EMS producers, have no interoperability. The problem of how to realize graphics standardization has been an urgent problem and research hotspot in dispatching automation system. AJAX is one of core technologies of Web 2.0. SVG is a kind of XML-based graphics standard issued by W3C organization. IEC 61970 specification makes power system application easily component-integrated, plug-and-play, open and interconnected. So, developing EMS Web monitoring system based on IEC 61970 with AJAX and SVG has a promotional effect on constructing digital power grid and information enterprise.Firstly, based on large amount of related research and relevant documents published by State Grid Corporation, this paper deeply discusses the disadvantage of the actual EMS Web monitoring system, expounds the feasibility and superiority of developing EMS Web monitoring system with AJAX,SVG and IEC 61970.Secondly, the technical schema is proposed based on the function requirement analysis of EMS Web monitoring system. Whereafter, this paper studies AJAX and AJAX frameworks, modeling power system graphic element by SVG based on CIM, completes graphics element and style definition, completes power system resource object attribute definition, designs graphic layered model and topology analysis based on SVG, establishes power system graphic element library.Finally, six functions, such as safety management, monitoring picture service, dynamic curve, statistical chart, search automatic suggesting, dynamic tree menu, are implemented, in the environment of Windows 2003, IIS 6.0 Web server, IE 6.0 browser, Microsoft SQL Server 2000, AjaxPro.NET framework, .NET framework 2.0, Visual Studio .NET 2003.
