Because the TMN (Telecommunications Management Network) becomes more and more complex and the network functions increases continually, the limit of various management applications base on traditional TMN standard is started revealing. Now CORBA (Common Object Request Broker Architecture) has become one mature distributed object-oriented technology. By using CORBA technology, the shortage of the traditional TMN realization can be solved. At the same time, following more and more functions and reliability need of the inter-connection and inter-operation of the telecom company's different geographical and operational network management system, the self-contained functional and reliable network management interface is needed to be supplied between every Integrated Network Management System (iNMS).According to the CORBA based CDMA 95/1X "National-Province Management System Interface Specification" constituted by China Unicom, each iNMS should supply elements information of current network to superior network through this Interface. The China Unicom "National-Province Management System Interface" is functional divided into Common Management, Configuration Management, Fault Management, Performance Management and Security Management. And it is requested to supply high reliable assurance including data integrality, veracity and immediacy.Firstly, the paper describes the basic concept of TMN, CORBA and reliability. Then it introduces the concept of North Bound Interface (NBI) and its location in NMS. Secondly, the paper defines the "National-Province Management System Interface" by the UTRAD methodology defined by ITU-T, which divides the interface definition into three periods: function requirement analyze, interface analyze and interface design. Following this method, the paper analyzes the business requirement, detailed requirement and interface analysis. Then the paper deeply discusses how to design and realize the system reliability and data reliability assurance of the interface. Based on these work, the paper describes the realization of NBI service flow and validates the feasibility and reliability of the scenario.
