3GPP selects IP Multimedia Subsystem (IMS) to provide multimedia services for various access networks. Work in this paper is to extend the supported access networks, such as 3GPP and WLAN, to Worldwide Interoperability for Microwave Access (WiMAX) on Quality of Service (QoS) Management. Basing on description of tight-coupled interworking architecture of WiMAX-IMS, we put forward an end-to-end QoS management architecture to perform QoS negotiation and policy control in QoS guarantee, and topology-based method in QoS mapping.To achieve the QoS guarantee, the paper defines WiMAX Network Management Resourse Model and WiMAX Bearer Service Management Model. In signaling plane, the frame puts forward a policy-based token mechanism, designs the end-to-end signaling procedure for QoS negotiation, and ameliorates the incumbent UMTS Core Network so as to well uphold tight-coupled interworking and policy-based negotiation by upgrading the capability of network elements, and interfaces. In date plane, a method of mapping among WiMAX QoS, UMTS QoS and IP QoS is proposed. The frame can effectively solve the problem of QoS connectivity and interoperability between WiMAX and IMS.To implement vertical QoS mapping, according to service and performance parameters, the paper abstracts a general top-down method to correlate and formulate the KQIs, KPIs, and Counters.At last, we conduct the implementation of the frame via the service of Push-to-Talk on Cellular (PoC). A simulation system is introduced to show how the frame works to guarantee the QoS management for multimedia service throughout the whole network. It proves the proposed frame can effectively reduce the jitter for real-time application. Meanwhile, the QoS vertical mapping method is applied to PoC.
