With the development of informationization, it is necessary for telecom operators to break the restricting of the operating mode, to construct new network which can provide voice, data and multimedia services simultaneously to meet with the increasing demand in communications.The technology of soft switching bases on separating service-bearing from controlling, it provides end to end multimedia service and other real-time services by using soft switch controlling equipment over the uniform IP-based transporting structure. Soft switching is one of the most important technologies of NGN. The big local net bases on separating service-bearing from controlling, it's a communication network controlling by the soft switch and bearing service by MGW. The big local network manages several small local nets, it administrates all of the businesses in the network frame, in such a frame, the operation and controlling are separated. Each wireless equipment of the small local net is connected to MGW which belongs to its own small local nets, in the mean time, other units exchanges are also realized on MGW.This paper introduced the project of constructing a big local net frame in Inner Mongolia. At first, it analyzed the problems of the current network, and introduced the principle of soft switching and the networking technology of a big local network in details. Then, it discussed the necessity of constructing a big local net based on soft switch. Moreover, the key technology for network transformation were also discussed. In this paper, based on the actual project mentioned above, we put forward that which resource and technology are needed while implementation, raised the specification and detailed steps. The project has laid down solid basis for the future network improvement and provided valuable practical experience on the network evolution.
