This paper firstly introduces the phenomenon of network congestion, the research states of congestion control strategies, as well as the difficulties which traditional congestion control techniques face at present. After MA (Mobile Agent) technology being studied, then a congestion control model is proposed based on MASIF (Mobile Agent System Interoperability Facility). This model adopts MA to collect congestion information from routing nodes, and implements a congestion algorithm based on nodes, and with the collaborations of MASIF uses a number of techniques to complete congestion control at last. This model can discover and send congestion information well in a network with complex topology and great load. It is useful to research the congestion control based on MA.At the same time, an experiment environment of the model simulation is established to simulate the work process of every routing node in the network. The experiment environment includes collection Agents to collect congestion information of the routing nodes, OSPF protocol, packets sending, receiving and resending processes among routing nodes, link states-based updating routing tables, routing algorithm and so on. This model has acquired expected result under the simulation environment.The securities and applications are compared with other Mobile Agents' under Windows environment. IBM Aglet is used as Mobile agent platform. Java is used to realize the data collecting Agent, controlling Agent and MASIF plug-in.
