March 2007, Free teacher education in the six normal universities directly under the Ministry of Education (MOE) from that school year is pledged by Premier Wen Jiabao in his government work report. It's a new topic that how to train the free teacher majors so as to achieve the government's original intention of providing outstanding teachers for primary and secondary schools and producing future educators.Meanwhile, under the active intervene of modern distance education, the teacher education system is undergoing great change and development. A new integrated teacher education system is taking shape. It combined cultivation and training, distance education and traditional education, and its objectives, courses, means becomes more diverse. The cultivation of free teacher majors should follow this trend, and focus on the cultivation of their teaching experience and professional ethics.This paper discussed the cultivation of free teacher majors, including principles that free teacher majors' cultivation should follow to, interpretation of national free teacher education policy, and cultivation characteristics of the six normal universities directly under the MOE. The six normal universities all developed programmes with their own characteristics to cultivate outstanding teachers and educators which could be summed up as follows: creating rich courses; involving the most outstanding teachers in teaching and guidance; developing viable options to train the free teacher majors' actual teaching ability; conducting post training to promote their professional development.Under the instruction of these research results, we designed a questionnaire about the demand of E-learning platform for free teacher majors. It selects the first batch free teacher majors of Huazhong normal university as subjects. After making statistical analysis to the investigation results, we designed modules such as login, learning tools, learning resources, curriculum study, discuss, evaluation, teaching practice, research, mental health and system management, etc. To develop this platform, we used ASP.NET + SQL programming technology, combined with Visual Studio.NET 2005, Microsoft SQL Server2000, Dreamweaver MX 2004 and other software. Our aim is to support the cultivation of free teacher majors and their professional training after they becomes teachers, so to provide strong support for the free teacher majors to become outstanding teachers of the people.
