Education is the foundation for building a country, education can cultivate talents for country, is related to flourish and development of the country. In order to provide higher quality education for students, attaches great importance to teacher education management in the country, and make clear decision to improve standardization of teacher education and standardized management system. All along, Shan dong provide use credit as basic module, to manage the teach education for the primary and secondary school. With the advent of the information age, Shandong Province is decided to establish a set of credit management system for primary and secondary teacher education, to further deepen the reform and development of teacher education, to improve the quality of teacher education, training more professional team of teachers.The system development is mainly focus on actual situation of primary and secondary schools in ShanDong province, to combine with similar systems development technology at home and abroad, to determine the specific development plan. System mainly uses B/S architecture to develop, use Java language for programming, Binding framework combine with J2EE framework, Struts, Hibernate, and other advanced technology. And use MVC design pattern to division level for system. In database design choice of relational database SQL SERVER2012 to access the system data and a variety of update operation, this database has the ease of use, scalability, cost a good and many other features, In line with the requirements on system operability, data security and development cost.The credit management system for primary and secondary teacher education in ShanDong province including three users:municipal administrators, county administrator, school administrators, according to user functions is divided to organization and training management, training project management, teacher credit management and student enrollment management of four business functions. In organizational training management mainly works is to management the training program, set placement, registration and other information; Training project management is work on information maintenance for training tasks, organizing courses, select trainees, training project details, etc. In teachers credit management realize the function of teacher credits add, modify, makeup, statistical queries as well as query operations on individual student achievement and learning situation; Student Enrollment management mainly includes enrollment data entry, import, statistical queries of teacher training, enrolment query and management and maintenance of personal information features.After credit management system for primary and secondary teacher education in ShanDong province put on used, it can work as per the authority of the city and county school users, to efficient management and timely processing on information teacher training programs, plan the training program, open enrollment of task starts, class placement, organizing courses, teacher credits entry and other processes. Use of this system to strengthen the links between the city and county school levels, constantly improves the quality of education for teachers, laid the foundation on reform and development of teacher’s education.
