Valid use of the workflow may adjust timely enterprise business process, standardize management, reduce cost and enhance competition. How to exactly, tersely and completely build workflow model of business process and effectively control its running in heterogeneous, span-platform and distributed environment is always an important research content of workflow technology. As a standard, extensible, and semi-structured Markup Language, XML has been introduced into the application of the data flow, and provides theoretical basis for unifying the data transmission format in all components of the workflow. Therefore, it is able to meet requirements of the workflow's running environment, and widen the development of the workflow.Based on the research of the XML-based workflow developing platform and management system at home and abroad, a span-platform and a XML-based workflow developing framework which can provide the model validation has been introduced in this thesis. Based on this framework, a workflow modeling tool based on the activity network diagram has been designed and developed. The tool is developed in Java language, and describes the process model of workflow in a visual way. Two views for process description, the visual chart view and XPDL textual view, have been offered in this tool. Then, the process model has been stored in XPDL byte-stream format. The result can be interpreted and executed by the workflow engine which is based on XML Parse technique. The tool has implemented integrally separated storage of process definition, and can support most workflow model.Meanwhile, a process algebra based on calculus is brought forward. It applies the BPE algorithm into the XML-based workflow model and simplifies the criterion of the BPEL. With the usage of this simplified BPEL criterion, not only the syntax of the BPE calculus but also the complexity of the problem can be simplified. Therefore, the possibility of the process without deadlock target described by BPEL can be increased. Finally, the verification ability of the process algebra has been proved by a simple sample.
