Along with the rapid development of our country automobile industry and the improvement of people's living standard,our urban automobile inventory mounts up by speed of 15% each year,and has reached several ten millions at present,which is followed by the serious traffic jam,the dispersive vehicles which is difficult to be managed and the serious phenomenon of robbing and stealing.therefore, it has the significant practical meaning to carry on the research of the automatic vehicle monitoring system based on the technologies of wireless communication,computer network,GPS(Globle Positioning System) and GIS(Geographical Information System).Article investigates the development of the vehicle monitoring system and the application actuality at home and abroad,and combining the research of high-performance network communication technology, Putting forward the overall framework and design of a high performance and lost cost vehicle monitoring system with 4S(GPS/ GPRS/ GIS/ RS) technology and ADAPTIVE Communications Environment.Through the in-depth discussion of the main technique of vehicle monitoring system. It designs GPRS as system's wireless communication flat roof and established the communication protocol. This project depends on the vehicle monitoring system's characteristics of the high real-time, the small transmission quantity of data and the excellences of the GPRS network, such as low using charge, short time delay, high fraction of coverage, general sustain TCP/IP agreement and etc.. Article encircles software system's design and develops, Lay heavy stress on monitoring centre which is core parts of the system in order to introduce its detailed design and exact achievement. And then it gives a collectivity description of the terminal parts. The vehicle monitoring terminal gives software workflow and a optimum design of GPS information's sampling triggered,in order to reduce data and costs without reducing the missing effective data. Ueser control terminal add a new RS module and developed into a 4S system on base of common 3S system.the RS module of this design is simpleness and meed less dependence and costs, Provides a viable option for future development in this industry.Article's design adopts C/S(Client/Server) mode, Use SQL Server2000 as system's database and commended operating system is Windows2003 Server. Visual studio 2005 programming environment as the development tool to tealize monitoring centre, and the development of user control terminal is based on the VC6 programming environment,use MapInfo MapX5.0 ActiveX components realize the integration of GIS function on system,and RS monitoring module on base of Google's high-resolution remote sensing images and use the API and achieve the third part development of WEB with it's API. Furthermore,This system is achieved the design requirement through run and test.
