At the information age, with the development of information and telecommunication technology, the superiority of the network education comes out. It will be used, developed and popularized in the educational field. Web-based course is the main form of network education, and the broad construction of it has solved the problem of its shortage at some degree. But the web-based course is simply the digital and networked course from the original teaching context and the teaching material which are the text formatting before; it can't obtain the prospective effect. Constructing Web2.0-based intelligent course is the effective project of solving the problems of web-based course quality. Only making the web-based course intelligent in a certain extent, it can be come true that teaching students in accordance of their aptitude and their efficiency learning. Then the teaching quality of network education can be assured.Web2.0 is the new symbol of the network developing history, it makes everyone to become the main body in the network society; it makes the fact transfer from"all the people going online"to"all the people establishing the line". Web2.0 can also make the information effective, ordinal and incremental. The application of Web 2.0 in the education field is to construct the Web2.0-based course, which can have the learner to be the main body of the web-based course, the learner is no longer the passivity receiver. At the same time, learners become the erectors and the knowledge disseminators, they are not the browsers and the learners any more, they have various roles then. Constructing the Web2.0-based course can extend and supply the existing teaching resource, elevate the teaching quality, advance the efficiency and quality of the instructing management. These are the three main principles of constructing intelligence web-based course.The thesis managed to use the new idea, pay attention to the individual social participation and the communication of each other. To improve the instructional quality and make the traditional web-based course intelligent, the author brought to constructing the Web2.0-based intelligent course, and used the Moodle web-based course platform as the exploiting environment to design and exploit the《C Language Second Level Tutorial》which is the Web2.0-based course.
