In 21st century, with the continuous development of science and technology, humanity has entered knowledge society. The expert of management, Peter·F·Drucker said we have entered knowledge society, in this society, the most basic economic resource is not the capital , not natural resources, not labor capital, but knowledge resources. Thus, people pay more and more attention to social wealth and economic growth driven by knowledge.Library, as a knowledge-based service, is a nonprofit institution. In the rapidly changing era, library itself must constantly create and accumulate its intellectual capital, and use their valuable intellectual capital to upgrade the library's competition and create the largest readers value for the services conforming to the trend of the times. Before meeting this chanllenge, library must actively find out, create and accumulate its own intellectual capital. Also it must use and manage the intellectual capital properly in order to advance the its competitiveness.Intellectual capital can be said that it is one of the core issues in the era of knowledge economy. The intellectual capital management of enterprise has been discussed concretely and thoroughly. Now the library intellectual capital is drawing attention to many scholars. In this paper, the theory of enterprise intellectual capital has been introduced to the study of library intellectual capital and this paper discusses the models of library intellectual capital management and some evaluation methods.This paper includes five chapters, focusing on the following main elements:chapter 1 outlines the basic theory of the intellectual capital, mainly on the definition of intellectual capital, the structure of the intellectual capital, and the characteristic of the intellectual capital, including value-added, durability, dependence and invisibleness, innovativeness, uncertainties, and ect;Chapter 2 discusses the library intellectual capital and the contents of library intellectual capital, including the definition and the constituents of library intellectual capital which are human resource capital, library cultural capital, the library knowledge resources capital and the library services capital;Chapter 3 focuses on the models of library intellectual capital management, in this part we first discuss the target of library intellectual capital manangement,which are the prevoyance, to organize, to command, to coordinate, to control. Then discuss the models of library intellectual capital management,which are the people-centered service model, knowledge-based service model, and technology-driven service model, then discusses them in details. This part is the key part of this paper;Chapter 4 puts forward the evaluation methods of library intellectual capital on the basis of main consituents of library intellectual capital, expecting through the evaluation to promote the production of library intellectual, and improve the library intellectual capital to enhance the core competitiveness of library.Chapter 5 is the experimental analysis. The paper base on north east normal university library as an example, to evaluate four aspects of library intellectual capital,which are human resource capital, the library collections capital, the library property rights capital, the library knowledge services capital.
