Recently, as the increasing popularity of the computer and Internet using ,the paradox of "data rich and the poor knowledge" has become more and more serious .Different areas of people are expecting to fetch knowledge from these mountains of data and information . Information retrieval concerns how to efficiently retrieve required information from massive information source. However, current technique usually returns much irrelevant links which the user has to spend much time to rule out. The reason for this problem is that demands of the structural information contradict with the factual disordered information, and that difference also occurs on the representation of the concepts. Research on novel, intelligent retrieval method has become a heated topic.Ontology originated in philosophy .Aristotle defined "Ontology" as the science about "being" in the world .Since 1990s,ontology has been introduced in Artificial Intelligence ,Knowledge Engineering and Library & Information sciences .And then the definition of ontology has been changed .Although in information science there is no general agreed definition for the ontology ,in this essay ,a well-accepted and extensively incited definition is still selected to describe what is ontology : Ontology is an explicit standardized formalized specification of a shared conceptualization.During the past years, people pay much attention to ontology because of its capability to represent meaning of the information by a hierarchical structure, and its reasoning support. ontology-based information retrieval is a promising method. It is superior to keyword searching because ontology includes the definition to judge concept so that the machine can understand the concepts of the domain, the relationship between concepts and the axioms in a unified framework. Retrieval has much higher performance than traditional methods.The article proposes the framework of ontology-based information retrieval system based on the analysis of traditional principle, technique and tools, and the current research of information retrieval. The design rationale and retrieval process have also been discussed in detail.Firstly, introduced the definition of the ontology, the classification of the ontology, the modeling language of the ontology, the function of the ontology, and then introduced the research on ontology-based intelligent retrieval through the fundamental principle of the traditional information retrieval, tool, and so on, with the feature of the ontology. Semantic web is very important to accomplish the intelligent retrieval based-on ontology. Because of Semantic web can be comprehension to the computer, so semantic web technique can provide the foundation for the intelligent retrieval. Except for that, the semantic descriptive technique and the natural language processing technique are also to provide the technique foundation.As long as the ontology is so important to the mode, this is specific question about how to build it, and how many the way to build it .After it, the design of the frame construction and the each of the module, the mode will be given.In order to support the mode is feasible, the example which the animal retrieval based-on ontology is be used.Along with ontology technique development and support ontology research tool get rid of the stale and bring forth the fresh ,The writer believes in ontology-based information system modeling means shall have the wide development foreground ,It shall become the cardinal retrieval mode. Because of the limited time, the modeling process may have to consider not comprehensive, inadequate follow-up study at work will be further improved.
