With the rapid development of Internet, World Wide Web has been the main medium for global information. Information retrieval concerns how to efficiently retrieve required information from massive information source. However, current technique usually returns much irrelvant links which the user have to spend much time to rule out. The reason for this problem is that demands of the structural information contradicts with the factual disordered information, and that difference also occurs on the representation of the concepts. Research on novel, intelligent retrieval method has become a heated topic.During the past years, people pay much attention to ontology because of its capability to represent meaning of the information by a hierarchical structure, and its reasoning support. ontology-based information retrieval is a promising method. It is superior to keyword searching because ontology includes the definition to judge concept so that the machine can understand the concepts of the domain, the relationship between concepts and the axioms in a unified framework. Retrieval has much higher performance than traditional methods.The article proposes the framework of ontology-based information retrieval system based on the analysis of traditional principe, technique and tools, and the current research of information retrieval. The design rationale and retrieval process have also been discussed in detail. Based on the theory analysis, developed an intelligent paper search system.
